That can't happen in Australia.
I was always baffled by the idea until I first visited the States and found
to my horror that in most lavatories all the water was sitting there in the
bowl, waiting to dunk my balls most clammily (apologies for the `waaay too
much information, yeck'), rather than waiting politely above or behind me
in the cistern tank. If an Aussie dweeb were head-dunked, all he'd get
would be a wet scalp. Better design all round, I'd say.
