    Why not bribe the politicians of developing countries to establish the
    rule of law and clamp down on corruption?

    Call them "Economic Leadership Grants". Given them both to countries
    that establish reasonable rule of law and reduce corruption, and also
    to individual politicos and bureaucrats in those counties that drive
    progress.
