    The rule of *which* law though seems to be the problem. And
    what is "corruption", but breaches of the law?

    It seems effective international law (however minimal) is needed
    before there can be appeals to it as part of foreign policy or
    otherwise. That means that the strongest country needs to be
    *seen* to be complying, because its naturally the strongest
    country that the world has its eye on to see if the contract/
    promise/treaty will be kept.
