Each registration be biometrically coded, which are verified at polling
station. Scan across multiple jurisdictions for multiple uses of the
same biometric.
Do a sort of the registration database looking for addresses which show
more than 2 entries, then put the biometrics of those individuals on a
priority list for scanning across the country. For example, Mom and Pop
might be okay, but they have two kids in college who may or may not be
voting in their college community as well as via absentee ballot at
home. Mom and pop might also vote where they are employed, especially
if they work across state lines. Or they might vote where they own a
vacation home.
If one member of a family votes multiple times, it is more likely that
other members of the family do the same.
The biggest aid in eliminating voter fraud is using biometrics (plus a
lot of entitlements fraud). It is still possible to do so without
biometrics, but you are more likely to have a lot of false positives as
a result.
