One aspect is that if civilization is ever able to develop such a device, you
can apply it silently. You can buzz the enemy so quietly, that they wouldn't
even know what hit them. Not a single clod of dirt would be disturbed. As was
pointed out earlier, one might also shut down an enemies' nuclear power
reactors-a double whammy.
Secondly, there is no current technology that would penetrate deeply enough
to destroy a really well-protect underground facility. An extremely deep,
reinforced bunker, is safe from a bunker buster bomb. This is the primary
reason the Bush administration is going small on low radiation yield, nuclear
explosives.
Thirdly, this may be a conceivable dark horse technology, which perhaps, may
beat Star Wars lasers into wide use. Imagine striking a North Korean fission
bomb on the fly. It lands near Hawaii and splash, poof..nothing. Please
remember that this is all speculative, but its great when scientists are able
to speculate and propose and thus, educate a curious public with new
possibilities.
