    There are no such agreements or international laws. There may be some
    domestic laws in some other nations, but as far as I know, the only
    'law' against political assassinations of leaders of other countries is
    a Presidential Directive. It was never debated or voted on by congress,
    so it isn't really a 'law', it is more of a reminder/suggestion that
    Presidents issue to themselves and future Presidents.

    I shall note that in this war, I have heard that Bush issued new
    Presidential Directives in the instances of the two attacks that
    targeted Saddam specifically which declared an exemption to the prior
    PD. This was not strictly necessary, since the PD rule against
    assassinations only applies to civilian leaders of other nations. It
    doesn't apply to military leaders, which is what Saddam became the
    minute he took off his business suit and put on his uniform.

    Nor would targeting bin Laden for assassination count as a violation of
    the PD, since he is a leader of no nation and no political party.
