    Rather than declare war on the whole country of Iraq. Would it not be
    possible to bring charges against Saddam for war crimes? For this to work,
    would Iraq need to have signed up to any treaties or conventions?

    Why don't we just put his face next to Bin Laden on the FBI web site with a
    reward of $50M. I would imagine he would be handed over by his underlings
    before the end of the day.
