I take the term to refer to a device that draws power from outside the universe. E.g. the one in Asimov's _The Gods Themselves_ or the "hypertrop" from the Perry Rhodan series that tap into a parallel universe and exploit some kind of energy differential between the universes. This is of course entirely speculative.
