    In fact there appear to be two private entities involved (from what
    I have read) -- whether they could manage to muster the support
    required depends I think in large part on how clever Robin is.
    I suspect most of the "investment" is already a sunk cost
    (i.e. the project development is a done deal).

    Obviously the proposal would not be structured such that government
    funding was going to reward the investors in some way (at least I
    hope that was not the case). So once one has the software, web
    site design, etc. it is hard to "destroy". Of course a lot may
    depend on who "owns" the IP -- things are sticky in this area
    in the U.S. (Though, in theory, I think either Robin or GMU
    "should" own the IP under current U.S. laws...)
