The typical justification for these charges runs lumps
big corporations in with (usually US) government. In
this case, lots more oil at reduced prices is flowing
into certain oil companies than would have without US
action; said companies have indirect financial links
to many in the administration, who personally profit.
There is enough indirection in the system to avoid
trivial proof, and a more in-depth proof - assuming
the justification is correct - would require the type
of lawsuit that typically gets thrown out of court
quickly (before discovery can happen) for want of
specific charges and pre-discovery evidence.
