There are means being developed. They do not become
economically viable with zero starting investment,
but it has been argued that with varying non-zero
starting investments, they can become economically
viable enough to recover at least the monetary
portion of said investments.
Economic viability does not depend purely on the
technology available, but also on the infrastructure.
