    I think the general idea of my comment was that countries
    have usually have an incentive to "play nicely". If on
    the other hand one doesn't care about ones reputation
    and point to "acts of god" for the cause of accidents
    that blow up ships then it seems probable that an
    extropian enclave would only survive buried deeply
    on some planet or asteroid.
