As opposed to NNTP (news), there normally aren't many hops in email
delivery. In fact it usually flows directly from the sender's ISP to the
recipient's ISP. If it were all people in Australia using a particular
ISP then yes, it could be that ISP's fault. But since we have multiple
people with all different ISP's reporting the problem, it almost
certainly is an issue with the originating ISP (aka Javien).
