The problem is that many jurisdictions take the 'you have a right to
vote' so extremely that they think its wrong to even ask you for proof
of residency before handing you a ballot. These are primarily
democrats, who always get a ballot boost from college students voting
in the local elections of the community their school is in, plus
absentee balloting in their home jurisdictions. illegally of course.
Similarly, colleges refuse to provide elections officials with lists of
students who pay resident and non-resident tuition, which baffles me.
