I would like to point out one fact that has been overlooked. There have
been at least a dozen instances of US forces reporting contact with
suspected WMD in containers, generally accompanied by weapons capable
of carrying them, but in every instance the substances have proven to
be not 'real' chemical weapons, but common but quite toxic pesticides.
I am theorizing that perhaps the regime decided that they could get
nearly as much effectiveness in disabling attacking forces by using
substances that a) would cause primitive chem weapon sensors to go off,
thus hindering better trained US forces with chem weapon panic as well
as the hindrance wearing such equipment causes, and b) were in
themselves quite toxic but not automatically fatal and could
significantly contribute to future 'Gulf War Syndrome' medical cases,
but c) were primarily pesticides and thus escape from classification as
"WMD", thus embarrassing the US and thus acting as a propaganda time
bomb.
