    There is a strong debate about that, in Italy, right now.
    Maybe you have noticed that Italy did not send soldiers, or
    air-crafts, to Iraq. Our government just allowed (but we are
    waiting for the final decision, by the parliament) US troops,
    and US air-crafts, to flight over Italy (and to land and to take-off!).
    All that is because our Constitution (article 11) forbids
    any 'offensive' war, and any resolution of international
    controversies by arms. But if that war, or that resolution
    by arms, has the approval of UN or of NATO then it is ok,
    and we can send troops, etc. Now the big problem, for our
    government, was: how can we allow US air-crafts to land and
    take-off if there is no clear approval by UN and the NATO, as
    such, is not involved? The only way was to pick up some old
    bilateral treaty ... ;-)

    [For the records also France and Germany allow US air-crafts
    going to Iraq to flight over their lands, I'm not sure about
    the landing, though]
