Samantha can answer for herself, but I share her view on this point and I
can certainly give my answer to these questions. The evidence as to whether
this is "what the US government is thinking" will only become really clear
after any way in Iraq. The policy adopted then will tell us if it has become
the settled policy to pursue a form of liberal imperialism. However there is
ample evidence that this is the position of influential figures both within
the current administration and here in Britain, in the form of publications
calling on the US government to adopt such a policy, many of which were put
out some time ago (i.e. before 2000) such as the "New American Century"
document put out by a group of neo-cons including people such as Wolfowitz
and Cheyney. We don't know for sure if they have won the argument within the
administration but I suspect they have because otherwise the current policy
does not make sense. Anyway we are going to find out soon.
