    1. Developement cost. This would be a significant technology to develop for
    a safe
        landing. The landing engines would have to survive a launch into orbit,
    and then
        orbital re-entry and then turn around and ignite the lander engines at a
    low altitude
        and land safely. This feature, alone, would cost serious bucks; with
    cost-over-runs
        guaranteed.

    2. Bureaucratic Thuggery. I suspect the connections and the secret military
         necesscities were taken into consideration.

    3. Mental inertia, and the lack of competition for competitive systems.
