Essentially you're proposing a more scientific approach to memetics,
rather than the current advocacy approach. There is some relevant
stuff in things like citation indexes, hype indexes (references in popular
literature), and the internet indexes. Somebody who did some work
relating this to memetics would IMO provide a great service.
