>(snip) I was trying to make the point that historically most
scientists have a very poor track record for having a technology
follow their intent rather than the intent of those with buckets
of money and lots of power (such as governments). Having a comprehensive
deployment
strategy and contingency plan well ahead of time goes a long
way towards heading off these types of issues.<
The comprehensive deployment strategy should include a sensible
and synergistic means of inform culture about intents. To actualize
this, it is essential that the approach be inclusive and in plain
speech. The most sophisticated ideas are understood and wisely
implemented when the hocus pocus of any particular discipline
is left in the lab. (Many people today understand biotechnolgoy
because of the stock market open environments for learning about
the CEO's intent.)
