I will show my lack of knowledge on this topic and ask why does it begin on Jan 1, 2001? My guess would be because there is no year "0", but I have never had anyone explain it with that answer so perhaps I am wrong and that is not the reason.
I would be interested in knowing the line of reasoning used.
