Below is an exchange on this subject discussed on the Skeptic list.

Good review of James Bamford's second book on NSA, _Body of Secrets:
Anatomy of the Ultra-Secret National Security Agency From the Cold War
Through the Dawn of a New Century_.

Few weeks ago I watched Bamford on C-Span where he summarized his book and
fielded questions. He described the coverup by the American and Israeli
governments of the Israeli attack on the USS Liberty. He called for a
Senate investigation.

Jim, these are the three most relevant hits from the search engine WebFerret.
The first site links to seven pages of the "alleged" Operation Mongoose
operational plans. It looks like an executive summary. Terry

Thanks for the link.

I looked at Bamford's site where the book is pitched. He has a
list of his sources. The ones relevant to the "Northwoods" plan
seem to be these:

==============================================================

JCS, Top Secret/Special Handling memorandum, Craig to Lansdale
(February 2, 1962). (ARRB, Califano Papers, Box 6, Folder 7).

JCS, Top Secret/Special Handling/Noforn report, Report by the
Department of Defense and Joint Chiefs of Staff Representative on
the Caribbean Survey Group to the Joint Chiefs of Staff on Cuba
Project (March 9, 1962). (ARRB, JCS Central Files, Box 29).

JCS, Top Secret/Special Handling/Noforn, Note by the Secretaries
to the Joint Chiefs of Staff on Northwoods, Annex to Appendix to
Enclosure A, Pretexts to Justify U.S. Military Intervention in
Cuba (March 12, 1962), p. 8.

JCS, Top Secret/Special Handling/Noforn memorandum, Lemnitzer to
McNamara (March 13, 1962). (ARRB, JCS Central Files 1962, Box
29).

JCS, Top Secret/Special Handling/Noforn memorandum, Lemnitzer to
McNamara (April 10, 1962), pp. 1-2. (ARRB, JCS Central Files
1962, Box 29).

===============================================================

"ARRB" is the Assasination Records Review Board. The third item,
by its placement, would seem to come from that same source, but
it doesn't have the ARRB notation. I've sent a request to NARA
for pricing and ordering info on these items; I'll be interested
to see if they can find them all.

On the "Mongoose" document: It appears that it's a predecessor to
the one listed by Bamford; it's labeled as an appendix to
enclosure A, while Bamford's is labeled as an annex to that
appendix. The Mongoose document is odd; it starts on page 5 and
just sort of stops on page 11. It contains no identifying
information, and the archive link provides no information as to
how it was obtained or from where. Hmmmm...

I've joind that site's mailing list; I plan to ask a few
questions. They don't seem to have an on-line facility for
submitting inquiries.
