Imo, this a good striking of the balance. Rules need to be
enforced consistently to be fair and respected. The clean slate
seems to me like a good fair way of drawing a line in the sand
at a particular time and saying henceforth we will be better i.e.
the quality will be going up a notch for the sake of message
integrity vs. noise and not for the sake of censoring anyone.
