Of course people voted for the US as "greatest danger" to world peace in 2003! It's not asking about positive or negative. It's just asking which country is likely to go to war in 2003. Saddam and North Korea will just sit there in 2003. What they would do in 2005 or 2010 with nuclear weapons is another matter.
