Of course it's a scam, and there have actually been dozens of
perpetual-electrolysis machines proposed over the years, mostly
touted as cars. There's nothing at all remarkable or unique
about this particular hoax: it's pretty much cut-and-paste
scientific-sounding gobledegook from a long history of American
free-energy crackpots.
