It is a perpetual motion machine. From the site:

So they electrolyze water, then burn the oxygen and hydrogen to get the
water plus the energy of formation. And then repeat the process.
Conveniently forgetting that it takes an equal amount of energy to do
electrolysis, and that there are inevitable inefficiencies.

It is a hoax/scam. But it is the first perpetual motion machine I have
seen that works on electrolysis.
