It is worth noting that New Mexico is going in the other direction. I suspect some of the scientists from Sandia or Los Alamos got motivated and made sure that the politicians/education officials heard from them loud & clear.
Perhaps there is some advantage to placing national labs in all of your states. I don't think there are many big govt labs in either Kansas or Kentucky.
