Obviously, no one has suggested that at all.

Yes, surely we can make such distinctions. We can make any distinctions we
like.
But accurately differentiating "bona fide" refugees from terrorists and
correctly identifying the two groups is an entirely different issue, and
that's where the difficulty resides.
