Yes it is. I can watch a person, follow them around, and be sure of their
identity.

The only examples where I couldn't keep track of identity requires something
beyond my control or knowledge. With experiments of that sort you could
disprove conservation of matter or energy. An experiment which requires
"unknown forces" is not scientific.

Any scientific experiment will keep track of identity.
