i don't know much at all about the specific conflict (also, how would
you ascertain that a "military-initiated" war wasn't directed by the
government or viceversa?). Border issue are relatively common among
south american countries since the boundaries are not very clearly
delineated along the Andean chain, or through the Amazonian jungle, so
tensions tend to rise and there's occasional fighting. The rarity of
the Ecuador-Peru event of 1995 was that it was between two "democratic"
nations, when usually at least one of the countries involved in these
south american disputes is under military dictatorship. Also, it was
probably bigger than usual (couple of hundred dead from what i gather)
