I doubt anyone can come up with a better idea than that. However, since this
virus would demoralize most of the Pentagon staff (removing the theistic
component that gives them the strength to wage potentially catastrophic global
war), expect them to target anyone suggesting such a solution. Although the
Pentagon has seemingly invited ideas for solving the problem, in actuality
they themselves compose a large part of the problem. Anyone who actually sends
in such an idea to http://www.bids.tswg.gov (which requires registration)
would probably generate an FBI file on themselves.
BTW, there exists in the US an organization equivalent to the Taliban in its
extremism:
