Yes, libertarianism does not preclude the temporary conglomeration of
greater power in a state-like organization to achieve common goals of a
populace related to an external threat. What libertarianism does oppose
is using said conglomeration and external threat as a smoke screen to
establish a permanent erosion of individual liberty.
