There was quite a flap about shipping very toxic rocket fuel to Vandenburg
AFB via the Ventura freeway in Los Angeles during rush hour a few years ago.
The estimate was that if the truck was in an accident and the tank ruptured,
6000 dead would have been very lucky.

There were no follow up articles except one that said the cost to using a
different route were higher so I expect the practice is still on going.
