The trick to good propaganda is not so much what you say but the way you say it, and what you leave out.
The reason Aziz and the generals thought it was not wise was because of the ultimatum (nuclear) sitting in front of them.
If Aziz ever contradicted the insane one his head would be on a stick.....
The only smart thing clinton did in his entire 2 terms IMMHO was to modify U.S. Nuclear to indicate we would use nuke's in case of B/C warfare.
But I agree YMMV ;)
