The technology is there, the problem is gaining human cooperation. I'm
monitoring the ConsumeNet people and similiar efforts, but the movements
remain fringe, partly due absence of an easy kit and not enough
criticality (the usual chicken/egg thing).
Interestingly, I heard by grapvine is that regulatory bodies are
intensively looking into ultrabroadband already, at least in U.K.
