I'm actually an Australian citizen, although I've been living in the US for
about 3 years now :-) I guess most Americans have a pretty good idea
what it means.

Most good University libraries should have it. If you have difficulty, I
can fax you a copy, although it may take a while -- I am moving house
over the next week or so, and all my papers are in a very large heap
in another city.
