Discussion of this on comp.software.year-2000 has suggested that this
is not quite right. Someone called up a local official and was told
that this was a speculation about kinds of failures which might occur,
not the actual result of a Y2K simulation. However apparently there
has been no actual retraction by the newspaper. The topic is still
under active discussion there so more information may be forthcoming.
