Foreign participation in U.S. science

    A notice and a URL are being passed around at my work regarding
    foreign travel to the U.S. Some changes are occurring beginning
    October 1, 2003, that will have some impact in [our institute's]
    participation in meetings and collaborations-in-real-space with
    other scientists, and building/fixing/maintaining of space
    instrumentation.

    No easy spur-of-the-moment travel to the U.S., to be sure.

    Physics Today in a recent issue has devoted several pages to this topic
    (foreign researchers, postdocs and graduate students not being able to
    continue / complete their work/ interact with U.S. scientists
    because of U.S. travel restrictions. These restrictions have
    implications for U.S. research, I believe. I'll quote some examples and
    numbers from that particular article in a message later.
