It sounds very much like previous Japanese projects of this kind. They
have traditionally had these huge industrial-academic projects, once run
by the famed MITI. The payoff has on the other hand been less impressive
given the amount of people and money (anybody remember the fifth
generation computer language project?).
Real innovation cannot be planned, but you can try to set up a climate
that benefits innovation.
