The way I would interpret that observation
is that on the far side, the moon-grazing debris
has the moon's gravity plus the earths, whereas
on the earth-facing side, the debris is seeing
the moon's small gravity minus the earth's. Notice
how close to the moon is the L1 LaGrange point.
Ill do some calcs on it, but it still isn't at
all clear to me that the presence of the moon
has much affect on the number of rocks that
make it here.
