I would predict that what it means is that a) species transcend too
fast to achieve what we regard as 'interstellar flight' of the space
opera variety, or b) interstellar travel is just too damn difficult
with too little return on investment for any intelligent species to
waste money on.
My c) prediction is that there are already a number of transcended
alien nanocivilizations living in Who-ville in various crypto-dirt-like
locations on our planet. They've been here a long time and regard us
right now to be just dangerous enough that they don't want us to know
of their existence, where they once allowed some of their kind to play
games hacking peoples heads, producing paranormal experiences. They now
treat this as a crime in their own civilizations.
