    Why not invest for income?

You should be able to get 5% return.
So the problem then becomes -
How best to spend USD 10 billion every year thereafter?

And if USD 10 billion every year is not enough, you could fund a few pet
projects at the cost of reducing future income a bit.

In the past, stocks and shares have been the best way of beating inflation,
so maybe some of the capital should be aimed in that direction.

Once you get a large amount of capital, it is actually quite difficult
to stop accumulating more if you invest carefully.
    Ask Warren Buffet.
