This is a critical point that has not been recognized by the
SETI community and by those that debate the Fermi Question.
(When Fermi came up with the question he probably had little
awareness of the distribution of dust in various places in
space.)
I believe the ideas of Newman and Sagan (1981, 1983, 1985)
need to be significantly revised in light of this fact.
