    steroids then Florida would be the place to capture the volume.

    But if the goal is to escape National Laws for stem cell research and
    cloning then the offshore route could be viable.

    Another benefit of being inside of international waters is that those
    inhatitants willing to renounce existing citizenship could avoid taxes,
    but it is likely that local taxes would be needed to support
    infrastructure and expansion costs.

    Another thing to consider about such a platform is lifespan and ongoing
    maintenance cost. An island might be cheaper/safer in the long run.

    Actually, this might be a viable plan. We could set up an LLC to own the
    ship, and the LLC could lease out space to whatever individuals or
    entities were interested in using it. The hard part would be locating
    enough paying lessors to service the debt. I wonder what the market is
    for educational cruises and floating conferences.
