This was possible in the days of AUTODIN (Automatic Digital
Network) store and forward messaging. SSO (Special Security Office) PANAMA sent
an operational Immediate (ZZH) to COS
(Chief of Station) Guatemala, releasable to the GOG (Government
of Guatemala). The originator a few minutes later said the message
contents were not releasable to GOG. I sent a Flash (ZZ) service message to COS
Guatemala which arrived before the original
message. Can't do this very well in packet switching.
