Filtering noise is a problem for all large lists/boards. The problem is that filtering too much noise out may cause also some signal loss. I don't post frequently but I must say that I am happy with the list as it is: I have my criteria for which posters and threads are worth reading, and sometimes I also read the others.
If you wish to reduce the noise on the list may I suggest that you look at the Kuro5hin approach (www.kuro5hin.org, the management software is called Scoop) where the readers decide what is worth posting and what is not. It works like: when you have time you can moderate the messages not posted yet, and vote. Messages that get many votes are posted.
