Harvey, the problem is that we have been hearing that explanation since the
Vietnamese war. It reduces to a problem in statistics. If you have came down
on one side fifteen times in a row what are the odds you will favor that same
side the next time. After a while regardless of how you explain it you are
selecting the U. S. to criticize and giving comfort to its enemies by your
silence. All in all your explanation is sophisticated but not persuasive.
