My working hypothesis is that due to huge increases in SPAM
volume the email receiving agents are starting to get
bogged down. There have been a number of comments on /.
recently about SPAM increases, laws to deal with it
(which will be of limited effectiveness unless there is
international action), and people using Bayesian filtering
(as well as other methods) to deal with the problem.
But the filtering consumes CPU time and presumably
makes the response time of the machines even slower
if they happen to be hosting the email receiving
agents as well.
I save the email that spambouncer filters for me (since
in WA state we have an anti-SPAM law and I want to sue
these people if I ever have any free time) and I've
noticed the volume getting so large that I have had
to increase my frequency of compressing and archiving
the crap.
