    OTOH, the EPA and OSHA bureaucrats have a chance of knowing what they're
    doing. The EPA recruits actual scientists. What would you want to pin on the
    scientific understanding of congress?

    BTW, vernier voting sounds neat. Sunsets (term limits for laws!) are probably
    the easiest incremental change to get, I'd guess, though.
