Quarantines are entirely possible in a libertarian society, and anybody
who doesn't think so is lacking in brain matter. For example, you can
be compelled by your insurance carrier to submit to quarantines
declared by health committees. Furthermore, my using my gun to make you
comply with quarantine is a legitimate individual self defense
activity, if you are infected and I am not.
